Error: Could not open file (to install J-Zip)

I have tried downloading the J-Zip program then copying it to a USB memory stick, then to my new computer. I click to run the installation but keep getting an error message "Error: the file could not be opened". I then redownloaded the program but saved it to a USB drive and transferring it. Same result. I'm wondering if I need to activate Windows in order for J-Zip to install. That's about the only thing I can think of. This program has worked on all my other computers.
