uxtheme.dll on windows2000

Does not start on Windows 2000. It requires uxtheme.dll

The dynamic link library uxtheme.dll coud not be found...

I am planning to build a forum board that would stand exclusively for discussions by holiday home owners of all types like villas, caravan and cottage holiday owners.
